It hasn't.
[It's unnerving for Leon too. For example... no rain. Even though he doesn't enjoy rain, he doesn't understand how it can
never
rain here.]
The weather must be controlled. For how long we've been here, it would be unheard of for there to be no precipitation whatsoever.
